Art and History Connect Two State Agencies in a Shared Oklahoma Facility
Market Context
Located in Stroud, Oklahoma, this modern government facility serves as a shared operational space for two of the state’s most vital agencies. While the design achieved efficiency and fiscal stewardship, the result was a structure that, while new and contemporary, lacked dimension, warmth, and story. The opportunity lay in creating a unifying design program that honored each agency’s identity while connecting them visually through a shared sense of purpose and pride.
Client Goals & Challenges
OHP and OTA leadership wanted to celebrate their respective legacies and create an inspiring environment for staff and visitors within this shared space. The challenge was to give each agency a distinct identity in their designated areas while establishing cohesion and continuity in the spaces they shared. The building needed to reflect professionalism and pride while adding color, emotion, and a sense of place that could help employees feel connected to their work and history.
Design Strategy
In shared spaces such as the training rooms, conference areas, and central break room, Color Works intentionally combined imagery from both organizations to symbolize collaboration and unity. This thoughtful placement created both individuality and cohesion, resulting in a building that felt grounded in shared purpose yet respectful of each agency’s identity.
Each original photograph was preserved using acid-free, museum-quality matte board and museum glass to ensure archival protection for decades to come. The framing was selected to complement the contemporary architecture of the facility while maintaining a timeless dignity appropriate for a government institution. A particularly meaningful addition was a tribute to a beloved employee who had passed away, whose photograph and testimonial were incorporated into the collection to honor his life and lasting contribution.

By uniting two state agencies under one thoughtfully designed roof, this project demonstrated how art can bridge function and feeling—creating not only a more efficient government facility but also one that celebrates the people and history it represents.
